MANAGEMENT OF CHANGE (MOC) WORKSHOP OVERVIEW

Introduction:
The Management of Change (MOC) process is a critical element within ICAO’s Safety Management System (SMS) framework for managing operational or organisational change. It forms part of Safety Assurance Component number 3 of the SMS framework as documented in ICAO Doc 9859.
What is a Management of Change:
A MOC is a systematic process that is used to ensure that any changes made to operations, equipment, procedures, or organisational structures are evaluated, controlled, and implemented in a way that maintains safety, regulatory compliance, and operational integrity. In other words, it describes the processes, strategies, and risks associated with the change in the company.
Changes in an organisation are experienced due to several factors, and some would require following a formal MOC process. It could be due to organisational expansion or contraction, business improvements that impact safety, changes to the organisation’s operating environment, external regulatory changes, economic changes, emerging risks, key personnel or staffing level changes.

The MOC ensures that any changes are meticulously evaluated to prevent unintended consequences that could impact safety. The MOC process is specifically designed to identify and mitigate potential risks associated with changes before they are implemented, ensuring that safety and performance are not compromised. It is a proactive business process whereby the Accountable Manager retains full insight into the risks involved before approving and implementing a critical process or activity.
Airm:
The one-day MOC workshop will provide participants with insight and an understanding of the processes and best practices for effectively managing changes within an organisation. It will equip the delegate to effectively conduct a MOC process. It will provide step-by-step guidance for following the main activities of the MOC process, including the required outcomes of each activity.
The four main activities are:
- Screening:
- Identify the change
- Selecting the evaluation team
- Review:
- Conducting the Safety Case Study
- Implementation:
- Evaluate, approve and implement the change
- Final Review:
- Follow-up actions required
- Signing off on the change process
A module on the differences between a Management of Change and a Change Management process is included. Some key focus areas of the Change Management process will also be discussed.
The workshop will also include practical examples of conducting a Safety Case Study during the MOC process.
The target group for this course are typically Chief Executive Officers, Accountable Managers, Quality Assurance Managers, Safety Managers, Flight Operations Managers, Technical Managers and other Chief Administrators, all of whom would have a level of Accountable Management responsibility.
At the end of the workshop, the delegates will have a clear understanding of what Management of Change and Change Management entails and how to initiate and manage the process until the change is fully implemented in the organisation.
Pre-entry Requirements:
- Delegates in the position of Accountable Manager, Quality Assurance Manager, Safety Manager, Flight Operations Manager, Technical Manager and other Chief Administrator position
- Currently in a post within an aviation organisation
- Good communication, both in written and spoken English
